Here’s a message from Globe explaining the changes.

Globe Advisory: Effective Dec 6,NTC will require all mobile networks to implement the new per pulse charging scheme versus current 1min/pulse.Prescribed max unit of billing for voice calls is 6sec/pulse.We will release new call rates once NTC approves. For inquiries, call 211 toll-free via Globe mobile.

Previously, even if you spent only a few seconds on the phone, telcos like Globe would usually charge you for the entire minute. By announcing their compliance with NTC recommendations, Globe is promising to charge its subscribers based on units of 6 seconds, instead of entire minutes. Hopefully this means more affordable calls for its customers!
