It's an improvement from Vista Starter since they now removed the watermark logo and allowed using more than three programs at a time. Overall it looks just like Home Basic for a third of the price. Unfortunately it doesn't have some personalization options like changing the desktop background or sound schemes (since Microsoft still wants you to go Basic, Premium or even Ultimate, hehe)... for the most part it's still Windows 7 though, so if you want to get genuine on the cheap this is the way to go :D Windows 7 Starter is also available as an OEM pack, it’s about 2.4k.
