Try their email. According to techblog.ph:
If you have any complaint against telcos and phone manufacturers and retailers, email the NTC [at ospac@ntc.gov.ph] and specifically ask for a reply.
We’ve just sent an email asking for details on how to deal with the Handog Pangkabuhayan text scam, which we are stil receiving complaints about. Let’s see if the National Telecommunications Commission comes back with a useful reply.
