“High-Tech” ID System Proposed for Subsidized Rice Buyers

The Department of Social Welfare and Development (DSWD) is pushing an ID system for legit buyers of subsidized rice in the Philippines. The objective is to “prevent individuals from buying government-subsidized rice and then selling them at higher rates, she said.” “High-tech” features like bar codes and an alarm that goes off when fraud is detected is part of the propose system.
Which leaves one question: what’s to stop legit subsidized rice buyers, who probably could do with more money, from selling their rice at a higher price? (xinhua.net)
